Natural remedies for chronic cough

My dog has had a nasty cough for several years. At one point we had her going to the vet about it - they put her on a steroid and an antibiotic, which cleared up the problem (which they surmised was bronchitis of some sort). However upon discontinuation of treatment the cough would come back. Eventually we ran out of money to take her to the vet and keep buying medication. We felt awful and just wanted to give her some relief! Our friend is a natural clinician and he recommended elecampane. I did some research of my own and found that garlic has anti-viral and anti-inflammatory properties. Long story short I've been making her a tea/broth: I start by making an elderflower tea, then I add chicken livers to make it a broth, then I add pressed garlic, grated ginger, honey, the elecampane. I gave this to her in appx. 3/4 cup doses 3 times a day, 5 days a week. This actually helped to mostly clear up her cough for several months. I lowered the days per week to 3 and things seemed fine. Within the last week her cough has gotten much worse, with her coughing up brownish yellow phlegm. I'm wondering if I should up her dosage to 5 days a week again, and also if there is anything else I should try - I've heard hyssop herb has been used to treat respiratory infections - but also that it poses a risk of seizure. I would welcome any advice or suggestion!
